Why are Fish Flakes not in the 'Fish & Bait' section, but in the 'Items' section?

Plus one to this. Putting the fish flakes button where the large net launcher is repeatedly causes me to waste the flakes when I just want to rapidly throw some nets and I didn't know I had a flake
