I have 70 of the 74 special raptors. I have not been able to hatch one of the special ones in a few months. In the current month I’ve hatched about 18 eggs, but none of them were the monthly special raptor. The wasp (#1482) was the last special raptor and I’m now I working to hatch #1590. May need to evaluate the engine that assigns random hatch type.

That's not a bug, that's rng. There are 15 possible raptors to hatch this month. Hatching 18 and not getting one is not even bad luck.
