The Soap Shop is unavailable if you have no raptors fighting in RFC or if you have just replaced all fighting raptors and they haven't lost a fight yet. Either making the Soap Shop permanently accessible on the RFC page once unlocked or adding it to Town (item & commodities district, probably) would remedy this issue.

I have not experienced this but I would definitely want your option implemented for the invetible point in time where I do run into this issue.
