Being a new comer with 50 quests at the same time has been a really bitter sweet moment.
Items lock for you when you're tracking quests, however after submitting the quest, it's a hassle to remember all the stuff that you need to unlock.
my suggestion is that items would unlock right after you submit the quest. That way, our small inventory space wouldnt always max out with items we can sell to get silver to progress
It will smooth out the new comers process!

If it's implemented, the unlocking should probably be done after you stop tracking quests too. Not just when completing.
FYI you can change an option in settings to no longer lock items when you track a quest.
