That's because it takes the amount of items, not the number of different items, right? So if you need 999 silver and one other item, your blue bar is filled 99.9%, which looks like 100%. But only when it's truly 100%, it turns green. I think it's intended behaviour, not a bug. But yes, it might be more clear if any amount of silver is treated as 1 item. Then again, that way you can't see how much of the silver you need, you've already got, so you lose some insight there.
